Thanks to its film and audiovisual development policy, the Ministry of Culture, Arts and Tourism wants to grant substantial funding to projects enabling the production of unpublished films, art-house films to enhance the quality of Burkina’s participation at the FESPACO. To this end, the Minister Tahirou Barry has proceeded to install a committee that will be tasked with selecting film projects to be funded on Monday, May 23, 2016 .
Buoyed by the finding that Burkina has lost its former glory, a glory achieved with great films like “Tilai” by Idrissa Ouédraogo and “Buud Yam” by Gaston Kaboré, which won the Golden Stallion at FESPACO, the Ministry of Culture wants to give a boost to the Burkinabe filmmakers so they have quality films at the next FESPACO.
“We cannot remain indifferent to the difficulties they encounter as part of their preparation,” sympathises Tahirou Barry, Minister of Culture.
To set the framing device and support for these film activities for the year 2016 and retain projects that will represent Burkina Faso at the FESPACO 2017, a technical committee was set up and the official installation ceremony took place at Loumbila on Monday.
This committee will be responsible for defining the criteria and for selecting projects for funding.
“The committee set up will first work on the selection criteria. There will be a call for projects to be launched so that the filmmakers can submit scripts. In mid-June, the committee will meet to read the scripts and select the movies we’re going to fund,” said Armel Hien, general director of cinema and audiovisual.
Mr Gaston Kaboré, President of the Committee, reassured that the committee will ensure that there is equity between projects.
However, a very small number of projects will be funded. “Instead of giving small sums to twenty films, the Minister has decided that we can support 2 or 3 projects that can legitimately represent Burkina at the next FESPACO, ” notes Armel Hien.
Two hundred million CFA francs is the sum to be shared. But “it depends on the project, since each project has a cost. It is from this cost that we will do the percentage, “says Armel always Hien.
FESPACO being close, the Director reassured that this will be taken into account. “We will take that into account. This will be part of the criteria. It is necessary that the producer will be selected to be ready. He must have already acquired funding, it is ready for shooting.”
The committee, the Minister Tahirou Barry in his speech, said he was aware of the task assigned to them but remains confident that their diverse experience in film are assets that will enable them to meet the challenges. He urged them to a strict respect of duty, professionalism and transparency.
In 2014, the support of the Ministry of Culture amounted to 200 million CFA francs. The Department supported three films including “L’œil du cyclone”, which was featured in the ranking of FESPACO 2015. In 2015, 200 million CFA francs that were shared to 42 structures.
